Well, you did hit a couple points on areas to be careful about. One is that the "professional machines" are very expensive... most expensive machines aren't easy to make at home in any cheap way. Also, Colloidal Silver is more specific than just electrifying water and Silver... which leads me to my next point:
The second is that Colloidal Silver should be ideally around 10 ppm to be safely used and with any home-made generator, it would be almost impossible to measure just how much Silver is in the water. You could end up getting too much (which could be toxic), not enough (which would be less effective), or maybe even having particles that aren't small enough for your body to use them efficiently.
I would definitely recommend against trying to make your own generator and buy a machine or individual bottles... it's just not worth risking your health to save money. Good luck!

Oh, and with the guy that turned his skin blue... he used it improperly and he's still using it the same improper way (even though he knows he's blue) because he said he likes the benefits it gives him.
References :
Personal research in my role as a Product Specialist for a vitamin company

I cannot answer your question properly but did want to warn you to be very careful with collodial silver. I have a friend who is suffering from the terrible (and permanent) side effect of bluish skin for using too much too often.
References :
Colloidal silver generator ?
I was thinking of buying a colloidal silver generator online, and trying to make my own product for myself.Since it is so expensive!!! My question is can I make it safe at home with a inexpensive set-up of 2 leads with a 9 volt battery and 2 rods in distilled water??? Will the quality and particle size be just as good as store bought preparations.Or will I need buy a real expensive machine to make the quality I'm looking for? That costs hundreds of $$$. I read that the particle size has to be real small and the dilution has to be around 10 ppm to be safe and effective to take? I will post the link to the one I would like to buy. thx's http://www.elixa.com/silver/MiniCS.htm
